Taking care of people (to reduce the need for police in the first place)
Have the state Department of Public Safety Standards and Training or other state agency review police misconduct incidents to remove things from local politics and the employing agency
Better hiring/training (quantity and quality), also shouldn't hire those with an us vs them mentality--the public isn't an enemy
Alternative responders for incidents that aren't necessairly criminal in nature
Radio transparency (require online, delayed scanner feed and preferably call archives if using encryption)
Real-time incident list (like Pulse Point, but could exclude certain personal incidents)
