How it should work is that you get a credit for the cost of the bag purchase price when you return it.
Also require consumers to pay deposits themselves (individual water bottles are bad and it leads to water dumping to recover the cash)
Require all stores to take back a limited (i.e. personal amount, ~3 cases worth) of containers or have a location that does so very nearby.
Also, instead of the deposits going to the distributors, it should go into a state escrow account that redemption costs can reimbursed from, with the leftover going to recycling initiatives or education.
