-2 groups of people: those who can soon get another job and those who can't
-Keep payments for short term (those able to find a new job on their own)
-Instead of dolling out money, provide, say, 6 months of community service work
-Pay a moderate amount or keep part-time so people can look for jobs
-Give work experience and maybe new skills
-Also provide counseling at end and info to employers
-Get people back on their feet/rehabilitate them
-Could also possibly do this with other government payments (e.g. disability)
-Do instead of sheltered workshops
-Government agencies and maybe charities should love nearly free labor
-Require that the positions not replace any permanent ones
